Honor sys.argv when parsing the config in the WSGI entry point
zaqar’s WSGI entry point ignored command line arguments (hardcoded empty argv). Any argument a WSGI container passes to the application is dropped, and oslo.log, when only log_dir is set, derives the log filename from the bottom-most Python stack frame, which under some WSGI containers is their internal machinery: the API logs into /var/log//.log instead of the log file the deployment tooling chose.
Pass sys.argv[1:] to CONF() so that the arguments passed by the WSGI container are honored.
