Add spec for improving watcher-dashboard testing
Watcher Dashboard lacks CI coverage for integration tests and has
no unit tests for dashboard views/forms. This spec proposes:

Restructure tests into test/unit/ and test/integration/ directories
Restructure spec based on playwright
Add dashboard unit tests using Django/Horizon test infrastructure
Add Zuul CI jobs for automated unit and E2E testing
Added a section around playwright vs selenium comparison
