Report.py: added a optional argument:”-b” to upload bug info.

Added a optional argument:”-b” to invoke configparser module to read the bug information from a configuration file for SanityCheck and sanitycheckbatch runner of report.py script, so that the script can upload the related bug ID into Test Rail when the failure/error case was been configured in the configuration file, and also updated the README.md file to add the usage for the optional argument.
