tests: Make backend initialization tests backend-neutral

Exercise backend selection, caching and hooks using the backend selected for the test environment rather than unconditionally loading eventlet. Keep coverage of the eventlet default by mocking initialization, avoiding a dependency on eventlet merely to verify the selection policy.

Isolate backend globals during each test and restore their previous values afterward, preserving the suite’s default hook. Also strengthen checks for cached object identity, required components and ignored hooks.
