Add options to enable Skyline SSO
Expose skyline_enable_sso and skyline_sso_protocols so operators can toggle Skyline WebSSO without editing skyline.yaml by hand. Always render sso_region from skyline_service_region, and document that Keystone federation must still be configured separately.
