Allow 5-digit prefixes in dashboard panel discovery

The regex used to register dashboard panels and settings only matched 2-4 digit numeric prefixes, which excluded cloudkitty- dashboard’s NNNNN*.py files (e.g. _32010_admin_group.py). So we should expand pattern so these panels are picked up.
