Add a temporary workaround for router HA test

test_delete_ha_router_keeps_ha_network_segment_data() started using the neutron-lib HA_NETWORK_NAME constant. But until the neutron-lib requirement is bumped in neutron, it could be using the old tenant-based name. If so, check with the new project-based name on failure to facilitate merging neutron-lib patches.
