Stop provisioning project networks for API tests

Tempest dynamic credentials create a network, subnet and router per project. Mistral API tests never touch them, yet with parallel workers the concurrent add_router_interface calls at the start of the run race in neutron and fail setUpClass with “subnet overlaps with itself”, taking whole test classes down.

Only the SSH scenario tests boot servers, so TestCaseAdvanced keeps the full network provisioning.
