Update to mdbook v0.5
Recently mdbook v0.5 was released.  Let’s update to that.
As part of doing that, let’s drop our dependency on the peaceiris GH
actions and use only the actions provided by GH directly.  The CI
approach taken here is similar to that used for the Reference
Developer Guide.

A home for the Rust language design team. The language design team is generally responsible for decisions involving the design of the Rust language itself, such as its syntax, semantics, or specification. This repository houses planning documents, meeting minutes, and other such things.
