hal: renesas: ra: Gate DAVE2D headers on USE_RA_FSP_DRW
Use CONFIG_USE_RA_FSP_DRW instead of CONFIG_LV_USE_DRAW_DAVE2D
so the HAL does not depend on the LVGL module and the DAVE2D
headers are enabled when the RA DRW driver is enabled
