RFC 0003: Block data hash scheme (#10)
Propose a parallelizable two-layer block data hash (SHA-256 over groups
of 128 length-prefixed items, then over the group digests) as the new
default, and a named BlockDataHashingStructure scheme selected in the
genesis block and immutable afterwards. The current flat scheme remains
selectable as SHA256_FLAT.
