Simon Dodsley

Add 2027.1 spec structure
Open the specs/2027.1 directory for the next cycle, make it the
current “approved specs” toctree in the index, and move 2026.2 down
into the previously approved section.
Also drop the stale specs/2026.1/remove-me.rst placeholder, which
should have been removed when the first 2026.1 spec was approved.
