Update ironic.conf template’s database section

The ironic.conf template was including “parts/database” which renders the database url using the legacy “sql_connection” option. Instead it should be using the “connection” option.

Switch to using “parts/section-database” which renders the database connection string using the “connection” option. This is how the ironic-api charm also renders its database connection string.
