Use compatible tempest and blazar-tempest-plugin for ubuntu jammy jobs
Ubuntu jammy is not supported by the master tempest or
blazar-tempest-plugin and this job started failing now. To continue
testing jammy on stable/2025.1, we need to use compatible versions.
