chore(deps): use OS packages from the Lambda base images (#210)

• chore: use OS packages from the Lambda base images

Remove ‘dnf upgrade -y –releasever=latest’ from the AL2023 build images (added in #162). Build images now keep the OS packages and Amazon Linux 2023 release that come with the Lambda base image, so they match the Lambda runtime. OS package updates come from new Lambda base images, which are picked up when the images are rebuilt for each SAM CLI release.
