Check for resulting constraints file

In some cases the resulting file might be missing while global and source constraints files are present. Next playbook run does not detect changes and does not enter the “Build wheels and constraints file” block at all. This results in failure later on “Slurp up the constraints…”

By adding stat we bring additional checks that the resulting file is actually present in addition to checking that source files were changed.
