Add HTTP basic auth for the Prometheus connection

Adds prometheus.username/password options. When both are set, Aetos authenticates to Prometheus with HTTP basic auth via the observability client’s set_basic_auth(). Warns if configured without use_tls, since credentials would then be sent over plaintext HTTP.
