bump setup-python and configure-aws-credentials to Node 24 actions/setup-python v5.5.0 and aws-actions/configure-aws-credentials v4.1.0 both run on Node 20, which GitHub Actions removes on September 23rd, 2026. Move to setup-python v7.0.0 and configure-aws-credentials v6.2.3, both on Node 24. The aws-region, aws-access-key-id and aws-secret-access-key inputs used here still exist in v6.
