[Flow] Retain nested executable pass manager by reference (#25160)
Executable canonicalization and CSE were added to a copy of the nested pass manager, so they were discarded before the Flow pipeline ran. Keep the manager owned by the pipeline so executable canonicalization and common-subexpression elimination actually run and appear in the serialized pipeline.
