fix failed BCL generation without SampleSheet

fix “WARNING There are no libraries in flow cell. I’m refusing to continue.” for only BCL generation Flowcells with empty SampleSheet

Digestiflow-demux is checking in all setups if there are libraries defined in the Samplesheet. Not necessary if we only want to deliver BCL-TARs.
